Fisher was born in a prison, where his mother was an inmate; his father died before he was born. He spent two years in an orphanage before being adopted by a family who physically and verbally abused him. When he grew up he became a security guard and then traced his birth mother.

He took a course in screenwriting and sold his first film to 20th Century Fox. He has also written or contributed to the screenplays for Finding Fish, Scout's Honor, Trigger Happy, Rush Hour and Double-O-Soul.
